Board delegates authority to Tarpon Springs to prepare downtown redevelopment plan; vote 4–3 amid TIF questions

The Pinellas County Board of County Commissioners voted 4–3 on Tuesday to delegate redevelopment authority to the City of Tarpon Springs so the city can prepare a redevelopment plan for a proposed Central Tarpon Springs Community Redevelopment Area (CRA).
County staff described the process and statutory tests for creating a CRA and said the city’s study area meets multiple factors listed in Florida law that establish “finding of necessity” for a CRA. Rebecca Stonefield, housing and community development staff, said the city identified several infrastructure, social and economic indicators across the study area and “the city has identified nine” blight‑factor categories in the study that warrant preparation of a redevelopment plan.
Tarpon Springs City Manager Charles Rudd, who has long experience with CRA work, told the board the area “is the most blighted portion of our city” and urged county support for a delegated planning process. County staff also provided preliminary finance estimates prepared by the county Office of Management and Budget: based on the current tax base and a set of growth assumptions, a 20‑year theoretical maximum capture at a high contribution level could generate roughly $8.2 million in captured tax increment for the CRA; a lower contribution scenario over a shorter term might yield approximately $1 million. Staff emphasized those are indicative projections; the city’s redevelopment plan will specify projects and a final TIF proposal.
Several commissioners said they wanted additional scrutiny before any county dollars would be committed. Commissioner Renée Flowers, who moved delegation of authority, said the vote authorizes the city to prepare a plan and does not obligate the county to fund a trust fund or a specific contribution. After deliberation the board approved the delegation 4–3.
Ending: If Tarpon Springs completes the redevelopment plan and requests a trust fund or tax‑increment financing, the county will score and review that request against county policy and return to the board for any decision about county contributions.
