The motion to adopt Resolution 2025‑12 was made by Board Member Graff and seconded by Vice Chair Hyer; the roll call vote was unanimous (Blair: Aye; Cheburka: Aye; Graff: Aye; Myers: Aye; Hyer: Aye; Chair White: Aye).
What the amendment does Agency staff, represented by Justin Sorensen, outlined four adjustments: appropriating leftover fund balance from the expired Hinckley Airport RDA area to support airport terminal expansion costs (correcting a prior accounting allocation); using lease revenue to fund programming in the Wall Avenue/Keesel area; and moving $350,000 into a housing‑related line to pay asbestos removal and demolition costs for the recently acquired Aspen Care facility. The package recognizes excess increment and moves monies to projects that staff said are ready or required.
Public comment on redevelopment and tax impacts During the public comment period two residents spoke. Linda (last name not provided) expressed general concern about how redevelopment dollars are used and asked whether shifting funds increases individual tax burdens; she said she opposed high‑density housing and called for more transparency in budgeting. Heath Sotto, who identified himself as a resident, urged council members to acknowledge both benefits and drawbacks of tax‑increment financing, stressing that rising property values in and near TIF districts can increase taxes for long‑term, fixed‑income residents even without a formal city tax increase. "The explicit goal of TIF districts... is to increase property values in those targeted areas," Sotto said, and he asked the agency to consider targeted relief options for vulnerable residents.
Vote and next steps After public comment the RDA closed the hearing and the board voted 6–0 to adopt the amendment. Agency staff said the adjustments correct prior accounting allocations and fund immediate project needs; staff will return with details as projects proceed.
