Committee confirms multiple board and commission appointees, defers one reappointment

The Rules, Confirmations & Public Elections Committee on May 20 approved a batch of board and commission appointments and reappointments, voting generally 6-0 on each item, and deferred one reappointment for one meeting.
The committee confirmed Heather Powell to the Health Board for a term expiring May 30, 2030. Powell told the committee she has nearly 20 years in health-adjacent nonprofit management and has been CEO of the Tennessee Kidney Foundation for nine years. “For the past almost 20 years, I've worked in health adjacent, nonprofit organizations and management. For the last 9, I've been the CEO of an organization called the Tennessee Kidney Foundation,” Powell said, describing prevention, screening and access-to-care work that serves a 42-county area. She also described serving as a vaccination volunteer early in the COVID-19 rollout.
Alice Hudson Hill was confirmed to the Parks and Recreation Board for a term expiring April 30, 2030. Hudson Hill, who leads an organization she identified as the Tin Green Land Conservancy, said she sought the appointment because she values parks’ role in community health, recreation and stewardship.
The committee confirmed appointments to the Transportation Licensing Commission: Anne Butterworth was appointed for a term expiring Jan. 30, 2026, and Juan Mara for a term expiring Oct. 10, 2026. Butterworth told the committee she is a downtown Davidson County resident, said she retired from state service in 2020, and noted prior service on other local boards; committee members asked that she forward a résumé to staff before the next meeting. Butterworth later described professional experience in state government and as a licensed attorney, saying she had served in the Attorney General’s Office and the State Comptroller’s Office.
The committee deferred the reappointment of Father Edward Steiner (work release commission) for one meeting after staff advised he had a recent surgery or medical issue and was not present. The clerk recommended deferral; the committee approved a one-meeting deferral 6-0.
Following separate interviews and individual votes, members took a consolidated vote on a series of other nominations the committee had already reviewed. Committee minutes read into the record show nominations or reappointments for Julie Stiles (Cheatham County Veil Authority nominee/council member), Jermaine Cole (Human Relations Commission), Cedric Duncan, Marie Hill and James Moore (Greenways and Open Space Commission), Jeff Haynes (Metro Transit Authority), Sherry Franklin and Thomas Petrolo (Tourism & Convention Commission), Daniel B. Dwyer (Emergency Communications District/E911 board), Ron Parham (work release commission reappointment), and others. Committee staff noted Sarah Martin withdrew her name for Procurement Standards Board prior to the consolidated vote. The consolidated slate passed on a single vote with six in favor and no opposing votes recorded.
Committee members thanked candidates and moved the confirmed appointees forward according to the usual appointment process.
