A council resolution proposing changes to the mixed-income pilot program — which provides tax abatements for multifamily housing that sets aside income-restricted units — was deferred indefinitely on May 20 so sponsors could continue work with planning staff and stakeholders.
Councilmember Allen, a sponsor of the resolution (RS 2025-960), outlined the substitute and said the program, created two years earlier, had been successful but needed formula changes because market conditions had shifted. She described three specific tweaks in the substitute: replacing a tiered structure with a calculator, changing the income limit from 75 percent of area median income to 80 percent of AMI, and changing the abatement to cover the entire affordability period.
Allen said she intended to continue drafting with planning staff and stakeholders and moved to defer the substitute indefinitely. The motion to defer passed; the resolution was removed from the council calendar for further work and may return after additional staff and stakeholder review.
No numeric vote tally was read into the record for the indefinite deferral; committees had recommended the substitute for consideration but sponsors said additional drafting was required before final action.
