The permit covers construction and operation of a day-use parking and staging lot to access nearby trail systems south of Fillmore. Applicant Dave Nixon, president of the Sandrock Ridge Riders ATV Club, told commissioners the site would include a parking area, kiosk, vault toilet, signage and trail maps and would replace ad hoc unloading on private property.
