City of Saint Charles appoints Nancy Garrison interim city clerk, opens application period for vacancy

The City of Saint Charles City Council on Monday declared a vacancy in the office of city clerk after the clerk-elect, Susan Hansen, relocated outside the city limits and did not submit a formal withdrawal, and appointed Nancy Garrison as interim city clerk while opening an application period through June 9 for candidates to fill the office; the council intends to appoint a permanent city clerk at its June 16 meeting.
City Administrator Ms. McGuire told the council that Susan Hansen, elected in an uncontested April election, has since moved outside city limits and “did not send a formal declaration to withdraw,” creating a vacancy that the council must address. McGuire said the city will publish the opening on the city website, social media and in a press release and accept applications through June 9 with the goal of making an appointment on June 16.
By formal motions and roll call votes, the council approved a resolution declaring the vacancy, a resolution to post the opening, and a resolution to appoint Nancy Garrison as interim city clerk. Nancy Garrison “has agreed to come out of retirement for the third time to serve as interim city clerk,” McGuire said. The council approved the interim appointment by roll call; the motion to appoint was recorded as moved by Werbel and seconded by Petrilla.
During the public-comment period, Anthony Catulla identified himself as a candidate for city clerk, saying, “I come before you to submit myself publicly as a candidate for city clerk of Saint Charles.” Catulla described his prior campaign experience and said he would seek the office through the application process.
Discussion and votes: the council’s actions included (1) a formal declaration of vacancy in the office of city clerk; (2) authorization to post and accept applications through June 9; and (3) appointment of Nancy Garrison as interim city clerk until a permanent appointment is made.
