Council moves current city fees into single appendix; no immediate rate increases

Bloomington City Council adopted an ordinance on May 19, 2025, to consolidate fees from Chapter 20 of the Bloomington City Code into Fee Schedule Appendix A while keeping the existing numeric amounts unchanged.
City Finance Officer Lori Economy Schoeller told the council the proposal captures “all of the pieces that are in the code right now written with numbers” and moves them into Appendix A for easier public access. The public hearing on the change drew no speakers, and the council voted 6–0 to adopt the ordinance and then approved a resolution directing summary publication.
The ordinance itself does not increase any fees. Council member Nelson asked for that clarification during the meeting; Economy Schoeller replied that the move is intended to make the fee schedule more transparent and said, “All the numbers are exactly what they are today.” After the council closed the public hearing with no testimony, Council member Muir moved adoption; Council member Lohmann seconded. The motion carried 6–0.
Council members and staff described the action as an administrative cleanup to consolidate fee information in one place so residents and staff can find current fees more easily. Economic Schoeller told the council the consolidation also supports future discussions about franchise fees and other potential changes, but any rate adjustments would be separate future actions requiring standard public notice and hearings.
The council also voted 6–0 to adopt a resolution authorizing summary publication of the ordinance. During closing remarks the mayor noted a separately scheduled public hearing on franchise fees (item 4.2) had been canceled and would return at a later date for further work.
