Council awards $6.47 million paving contract, applies for $1.28 million LRA supplemental grant

Public Works Director Marty Martin briefed the Sandy Springs City Council on a multi‑item pavement program and grant applications and sought authority to execute contracts and grant materials.
Martin said the city received nine bids for the FY2025 resurfacing package and recommended awarding the contract to East Coast Grading for $6,466,760; the consultant estimate and prior program target was roughly $7 million. “We received 9 bids on 03/06/2025. Among those 9 bids, East Coast Grading in the amount of $6,466,760,” Martin said.

The city’s LRA supplemental distribution was calculated as $1,276,784.86; staff recommended a targeted list of about 4.15 miles of streets that match the 2023 PCI (pavement condition index) assessment.
Martin said the city previously applied for a FY2025 LMIG allocation (about $1,040,716.61) and that the supplemental grant requires no local match. He added that state timing should allow the city to receive funds soon after application acceptance; one staff member said funds arrive about 10 days after acceptance and the city expects to submit before the June 15 deadline.
Council approved the contract award and the LRA supplemental application by motion and voice vote. Martin said if additional capacity is available under the awarded contract the city may add streets; if the vendor declines additional work the city will advertise separately.
Ending: City staff will proceed to finalize the East Coast Grading contract and submit the LRA supplemental application to GDOT. Streets selected for supplemental funding will be scheduled into the FY2026 resurfacing plan if funds are awarded.
