Riviera residents press council on snow removal; officials outline legal, operational hurdles to taking over private roads

Residents from the Riviera development urged the Lawrenceburg City Council on May 19 to consider providing snow removal and salting on private roads after a hard winter. Residents asked the council to either take the roads into the city's inventory or provide plowing services.
City staff and council members responded that private ownership, homeowners-association governance and design differences make an immediate takeover difficult. City staff noted the Riviera roads were built by a private developer, and HOA charters earmark dues for road maintenance; staff and the city attorney said that to accept private roads into city ownership the streets must meet city design standards and the city must address insurance and liability considerations.
Public works staff (Brad) and other staff members reviewed operational concerns including snowbanks, blocked driveways, equipment needs and potential extra costs for plowing and maintenance. Council members said they did not expect an immediate yes or no, and directed staff to prepare a written analysis, including maps, cost estimates and insurance implications; at least one council member asked for a meeting with Public Works to examine options for limited plowing or salting as an interim measure.
