Hinsdale HPC approves demolition and new construction at 428 East First Street

The Hinsdale Historic Preservation Commission on May 19 approved a certificate of appropriateness to demolish the existing single‑family home at 428 East First Street and approved a separate certificate to construct a new single‑family house on the same lot in the Robins Park Historic District.
The commission voted unanimously to approve both motions after a presentation by Peter Kulis, who represented owner Martin Tarsedidis. Kulis told the commission the existing house has been altered by “five additions over time,” that original windows and interior woodwork are gone, and that the owner met with neighbors and the historical society ahead of the application.
The commission’s approval followed a preliminary design review in which neighbors and the design review panel suggested minor changes that were incorporated into the proposed design. Kulis said the replacement house uses traditional materials including stone details, brick and a clay roof and was oriented to match the neighborhood streetscape.
Commissioners who spoke during the hearing described the packet and the design as thorough and compatible with the district context. The commission closed the public hearing before taking the two roll‑call votes that resulted in approval of demolition and approval of the new construction certificate.
With the commission’s approvals, the applicant may proceed to other required village reviews and building permits after receiving any required village approvals.
