Committee awards $1.41 million contract for Illinois 251 median improvements

The Machesney Park Public Improvement and Safety Committee approved Resolution 33 R 25 on May 19, 2025, awarding the Illinois 251 median improvement contract to Norwest Construction in the amount of $1,414,290.31.
Staff told the committee the village previously entered into a memorandum of understanding with the Illinois Department of Transportation under which IDOT agreed to resurface Illinois 251 from Windsor Road to Melbourne Avenue. The village completed external ramp improvements and brought forward the median work; funding for the construction will come from Rebuild Illinois (RBI) funds. Staff said alternates were included in the contract to maximize use of RBI funds by extending median improvements south of Harlem Road to Wood Avenue and by replacing stamped asphalt in the medians with brick pavers for a consistent corridor appearance.
Seven contractors picked up bid plans and staff recommended award to the lowest responsive, responsible bidder based on the bid review. The committee approved the resolution on a voice vote after a motion by Miss Bain and a second by Mr. Nelson; the chair declared the motion carried.
Staff said the award is being advanced to the full board tonight in light of the MOU with IDOT and schedule commitments in that agreement.
