Board approves agreement with Iowa DOT to pave local road returns along Highway 22

Muscatine County supervisors approved an agreement May 19 with the Iowa Department of Transportation to pave local road returns along Highway 22 from the Johnson County line east to the east junction of Highway 70.
County Engineer Brian Roschowski told the board that DOT invited the county to include local returns in the state resurfacing contract for the stretch of Highway 22, which the DOT will include in its bid package. Under agreement number 2025CO87, DOT’s contractor will construct the returns and the county will reimburse the contractor for the county‑planned work. Roschowski said the approach typically covers roughly 50 feet back from the edge of the road at intersections and improves safety and reduces grader operators’ need to drive onto the highway to fix the lip at the roadway edge.
Roschowski said the DOT resurfacing contract covers a significant length of roadway (he estimated more than 10 miles in the corridor) and that adding the county’s return paving to the larger DOT quantities can yield favorable prices. The board approved the agreement and then approved an amendment to the secondary roads DOT budget to account for the work; Roschowski explained that DOT budget amendments are limited to unforeseen circumstances and that the only change in this amendment was to vacation‑of‑roadway expenditures.
The agreement was approved by motion and voice vote; county staff will receive the DOT contract award and coordinate reimbursement and construction scheduling with the DOT contractor.
