The City Commission on May 19 awarded a $2,977,000 contract to Shoreline Foundations Inc. to rebuild the Memorial Pier and Safety Harbor Marina following storm damage.
Public Works Director Renee Cooper told the commission the city issued an invitation for bids March 28 and received three offers on May 2; Shoreline Foundations was the lowest responsive bidder and staff recommended awarding the contract. Cooper said the scope combines pier reconstruction and marina work and that the city performed due diligence on the low bidder, which recently completed a comparable project at Fort De Soto.
Finance Director Victoria Gilley described budget adjustments approved earlier on the agenda to provide additional funds; commissioners noted the city had budgeted approximately $2 million and the final contract required using additional reserves. Cooper said the city has applied for expedited recovery funding and is seeking FEMA and state reimbursement, but officials have not yet received an obligation decision.
Commissioners approved the contract by unanimous 5-0 vote. Cooper and staff said the city will front the project costs and pursue reimbursement; FEMA typically reimburses a percentage of eligible costs under disaster rules, with state and local shares depending on final determinations.
What happens next: Public Works will execute the contract with Shoreline Foundations and begin procurement and permitting steps; the city will continue to pursue federal and state disaster reimbursement for eligible costs.
