Board approves emergency HVAC repairs at Lakewood High after chiller failure

The Lakewood City School District board on May 20 approved a single-reading resolution to contract Brewer Garrett Company for emergency HVAC repairs at Lakewood High School after a controls failure left one chiller inoperable.
Board member Michael Callahan moved the measure and a colleague seconded; the board then approved the contract in a unanimous roll-call vote. Mr. Donahoe, a district staff member who addressed the board, said the adaptive frequency drive for the chiller was scheduled “next Tuesday to arrive, and that's a 1 week installation,” and that a variable-frequency drive for pump 6 should be installed the same week.
The district told the board the cost to repair chiller 1 is $131,175 and the cost to repair pump 6 is $8,799. The district reported it has notified the Schools of Ohio Risk Sharing Authority (SORSA), which has involved Travelers and a consultant; the board was told the district has a $25,000 equipment-breakdown deductible.
Board members asked whether the district's usual HVAC vendor had performed preventive maintenance; Mr. Donahoe said Brewer Garrett performs preventive maintenance and had performed the necessary start-up procedures. He said the district will remove the failed components during repair to better determine the cause; the chiller was installed in 2016 and is outside the construction warranty, the board was told.
The board approved the contract under an exemption from competitive bidding because of the urgent need to restore cooling equipment. The district said SORSA has opened an insurance claim and that Travelers’ consultants had already inspected the failure.
No new factual details about the cause of the hardware failures were presented; staff said the district will know more after the failed components are removed and examined.
