Canal Winchester City Council on May 19, 2025 voted to suspend second and third readings and to adopt an ordinance appropriating two $20,000 grants from the Ohio Environmental Protection Agency to fund water-loss audits and programs for the city’s two water systems.
Finance Director Amanda Jackson explained the city received two separate $20,000 grants from the Ohio EPA: one for the Canal Point water system and one for the remainder of the city water system. "Canal Point is considered its own water system while the rest of the city is a separate system," Jackson said, explaining why the grants are separate and accounted for in separate funds. She told council the grants are reimbursement-based and that the city will appropriate funds up front to allow the vendor to begin work.
Council voted to suspend the rules requiring second and third readings before adopting the ordinance so the vendor can begin work promptly. Jackson said reimbursement timing depends on project completion and submission of required documentation; the city will request reimbursement from Ohio EPA after paying eligible project expenses.
The ordinance will authorize the mayor to enter into the necessary agreement and appropriate the funds into the affected municipal funds. Council discussion included procedural questions but no objections to waiving readings to speed contract start-up.
Finance staff said they will provide the final reimbursements and project closeout documentation to the Ohio EPA per grant rules.
