School board approves contract recommendation for long‑range facilities feasibility study

The East Stroudsburg Area School District board on May 19 moved to engage RLPS (selected from a request for qualifications process) to perform a feasibility study of the district’s buildings and facilities.
Administrators described the scope as an evaluation of current building use, a physical assessment, enrollment projections and development of an educational design brief and recommendations to support a long‑range capital improvement plan. The firm uses methods the presenters characterized as education‑focused planning tools (the meeting referenced the MoSCoW method for prioritization) and expects to deliver findings within roughly four to eight months after agreement.
The board explained the RFQ process: eight responses were received, the district used a written rubric to score firms, interviewed its top three candidates and recommended RLPS as the most qualified. The motion before the board was to authorize contracting for the study and to begin community engagement activities the consultant will manage, including focus groups.
Board members said they wanted the study to be actionable: presenters said the firm indicated it will continue working with the district until a path forward is identified.
