Sugar Land 4B board approves $7 million reallocation for Lake Pointe Green park space

The Sugar Land 4B Corporation voted 5-0 on May 20, 2025, to approve a budget amendment reallocating funds to support the Lake Pointe Green project, a planned civic-park development of more than five acres.
Devin Rodriguez, Director of Development Redevelopment for the City of Sugar Land, told the board the amendment would draw $3.6 million from the 4B Reserve for Opportunity and $3.4 million from the Sugar Land 4B fund balance to fulfill a $7 million authorization the 4B board approved on May 6 by Resolution R25-06. “Our recommendation is approval of a budget amendment in the amount of $3.4 million from the Sugar Land 4B Corporation fund balance and to use the $3.6 million from our reserve for opportunity to implement that funding resolution that you already approved at the May 6 meeting,” Rodriguez said.
The board previously approved the Lake Pointe redevelopment and economic development incentive agreement on May 13, which Rodriguez said included the terms for the $7 million in 4B funding. Rodriguez also told the board the amendment would leave about $1 million in the Reserve for Opportunity for the remainder of the fiscal year and that the 4B fund balance would remain “very healthy,” with $7 million of an $11 million balance cited in his presentation and continued compliance with the board’s fund policies, including bond-coverage ratios.
A board member moved to approve the budget amendment; the motion passed with five yes votes and no recorded no or abstain votes. The board took no additional formal direction on implementation at the May 20 meeting; Rodriguez answered board questions and then the meeting moved on.
The action implements the $7 million previously authorized by Resolution R25-06 and aligns 4B funding with the Lake Pointe redevelopment incentive agreement approved May 13. The board did not specify a construction or implementation schedule during the discussion on May 20.
