CRA legislative update: bills that would have affected redevelopment largely removed or died

CRA staff told members that two bills which previously raised concerns for community redevelopment activities were no longer a threat to the agency after recent legislative actions.

Susan Korres summarized a final legislative report from the CRA’s legislative aide, Sal Powers. Korres said House Bill 991 and Senate Bill 1242 — the measures the CRA had been watching closely — had not passed. She said the Senate measure was indefinitely postponed in early May and the House provisions were rolled into a bill now designated s CSSB 110 (titled “rural communities”), but that staff had reviewed the language line by line and found CRA-related provisions removed from that substitute bill.

Korres described the report as “good news,” saying the CRA’s core statutory concerns were no longer present in the active bills as of the time of the report. Staff advised continued monitoring while the legislative session continued and budget decisions were finalized.
