Mindy told the council the fund is structured like a prior control fund created for Bethany Legacy Foundation donations: it will receive grants earmarked for projects, and staff will trace deposits and expenditures to meet donor and grantor expectations. The ordinance was introduced ahead of an anticipated tourism grant for event safety and related work.
Staff said an upcoming grant will support "safe event" measures downtown, including installing bollards around Broadway and other event footprints to reduce vehicular-threat risks at a high number of downtown events. The city noted it approved nine street closures in a recent Board of Public Works meeting and expects more than 50 events annually, making event safety a recurring operational concern.
Council moved to suspend the rules and advance Ordinance 2025-10 to second reading; the motion passed on roll call and the ordinance was approved on second reading.
