County proposes removing long-vacant positions as it migrates from PeopleSoft to Workday; commissioners ask for detailed list

Spokane County staff told commissioners they plan to clean up the county's position inventory as part of the transition from PeopleSoft to Workday, proposing to remove long-vacant position records that are not being actively recruited.
Budget staff said their review found about 65 positions vacant for roughly 200 days or more; roughly half of those were actively being recruited and the other half had not been posted. As the county prepares the Workday migration, staff recommended removing a subset of those positions that have been vacant and inactive for approximately six months. The budget office said that the change would remove "about 30" funded-position records from PeopleSoft as part of the migration, while preserving historical data and allowing departments to request positions later if needed.
Commissioners raised concerns about particular categories of positions that are chronically open (for example, deputy sheriff, corrections officers, court reporters) and asked staff to exclude positions that are intentionally kept open for ongoing recruitment. Commissioner questions also focused on seasonal and elected-office positions; staff said they would treat seasonal and temporary positions differently and would preserve mechanisms to fill those roles.
Staff agreed to provide commissioners with a department-level list of positions proposed for removal prior to making changes. One staff presenter reiterated that in Workday positions will be tied to funding (no unfunded open positions), and that the proposal is intended to improve budget clarity and reduce reporting confusion that has accumulated under PeopleSoft's historical practices.
