Park board moves toward permitting canoes and kayaks on pond with waiver and launch plan

On May 20, the Henry County Park Board discussed allowing canoes and kayaks on the park pond and directed staff to develop a permit/waiver and a launch site plan after consulting with the county insurance agent.
The board chair said he had spoken to the county insurance agent, who indicated that allowing small non-motorized watercraft "was not a problem" and would not incur additional insurance fees. The board discussed creating a permit and a liability waiver and establishing a launch site to track use and to protect seeded areas. "We're gonna come up with a permit of sorts but it's mainly going to be a waiver of responsibility and we'll establish, a launch site that will be easy to do and something we can use and we can try to track its use," the chair said.
Board members agreed staff should first allow grass and seeding to become established in the planned launch area and that the initial fence for an island seeding project would be temporary while plantings take hold. The board did not adopt a formal permit at the meeting; staff were instructed to draft the waiver, launch-site plan and tracking method and report back to the board.
No changes to insurance coverage were required, according to the chair’s report of the insurance agent’s guidance, and the board did not set an implementation date at the meeting.
