Councilwoman Connor said the measure "will provide outdoor exercise equipment for the citizens living near the Hines Hillcrest Park to continue our effort to improve the quality of life at with improved parks." The council suspended the rules at the committee's request and approved the ordinance by voice vote; the clerk announced the ordinance passed 13 to 0.
The ordinance authorizes the mayor to solicit bids, accept quotes, or self‑perform work for the improvements and to expend funds accordingly. Council did not provide additional line‑item budget detail during the floor action that night.
