Staff mailed 21 notices for the rezoning; no letters of support or opposition were received. Planning Commission recommended approval at its April meeting by a 4‑0 vote.
Councilmember Tommy Hebert moved to approve the zoning change and Councilmember Harry Thomas seconded. The council approved the ordinance on first reading with a 6‑0 vote. Vannoy said the applicant expects to move forward with development this summer and that a later site plan review will address parking, drainage and other infrastructure requirements.
During public comment, a resident asked the council to consider designing parking to the rear of buildings to avoid curbside congestion. Council and staff noted that such details will be examined during subsequent site‑plan and development‑review steps.
