Council approves design agreement for Riverview Boulevard East 2026 and adopts municipal state aid street actions

The International Falls City Council on May 19 approved a city engineer's recommendation to contract with Bolton & Menk to prepare engineering design for the Riverview Boulevard East 2026 reconstruction and approved multiple municipal state aid (MSA) street resolutions associated with the broader project.

The approved design agreement covers planned 2026 work on the east portion of Riverview Boulevard, including street reconstruction, sanitary and storm sewer upgrades, lighting, and stabilization of a ravine and storm‑sewer outfalls. City staff said the project is included in the capital improvement plan and that the team will pursue Clean Water Fund support for the ravine/storm outfall stabilization as part of a One Watershed One Plan approach.

In separate motions tied to the same project, the council approved a resolution limiting parking on Ninth Street from Highway 53 to 14th Avenue (required by State Aid rules for the design) and approved related MSA street designations for portions of Fifteenth Street and Ninth Street to comply with State Aid requirements. Councilors said the changes are necessary to meet municipal state aid standards and to preserve roadway width for the planned improvements.

Votes and next steps: the council approved the design agreement (item 7A) by unanimous vote (5‑0). Resolutions for parking and MSA street establishment (items 7B, 7C, 7D) also passed unanimously. Staff said final design will determine precise project limits and phasing; the city noted the project may be staged because of funding availability, and that further details will be developed as design proceeds.
