Commissioners approve switch to Regroup mass notification system to expand capacity and cut costs

Morgan County commissioners approved onboarding Regroup, a mass notification software provider, to replace the county’s current wireless emergency notification system (WINS).
County staff said WINS currently costs $7,500 per year and that Regroup offers similar notification features with easier message distribution and a lower annual cost of $5,500. Staff estimated Regroup’s licenses can accommodate up to 76,000 subscribers; county staff said that scale would avoid imminent license-capacity increases under the current provider. As part of the agreement, Regroup will provide seven months of free service to allow a seamless transition; the county will begin paid service in 2026.
Emergency management staff and commissioners discussed increasing severe-weather activity and the need to maintain robust public-notification tools. A motion to accept the Regroup contract was made and passed by a 3–0 vote.
County staff said savings of at least $2,000 per year will begin in 2026 and that subscribers should experience no interruption during the transition.
