Morton approves road‑use agreement for solar farm construction outside village

The Village of Morton voted May 19 to approve a road-use agreement with Bungalow Sol Solar LLC for construction of a solar project at 850 East Lakeland Road, outside the village boundaries. The agreement sets terms designed to protect Main Street and Lakeland Road from construction-related damage and requires pre-construction and post-construction road inspections.

During the discussion, corporation counsel and staff said the agreement includes standard protections and documentation processes to help the village attribute responsibility for damage that occurs during construction. Trustees asked whether the village should use camera documentation for pre-construction conditions; counsel said the agreement and customary inspection practices—including pavement cores and attentive staff observation—provide customary protections and that the village will require a permit for the project entrance and a permanent entrance location near the railroad tracks.

Trustees voted to approve the resolution authorizing the road‑use agreement. Staff said the electrical connection would cross Main Street but that the developer would work to minimize Main Street impacts during construction, and that the formal entrance to the site would be off Lakeland.
