Pingree Grove sets joint review board meeting and public hearing dates for proposed Heritage TIF district, establishes interested-parties registry

The Pingree Grove Village Board on May 19 voted to set dates for TIF process milestones for a proposed Heritage redevelopment project area and authorized the creation of an interested‑parties registry so property owners and other stakeholders can receive notices and plan documents.
Staff said the village previously contracted SB Friedman for a TIF eligibility study and must comply with the Tax Increment Allocation Redevelopment Act to form a district. Andy, a village staff member, told the board that the joint review board of affected taxing bodies will meet at 9:30 a.m. Tuesday, June 10, at Village Hall, and the village public hearing is scheduled for 7 p.m. Monday, Aug. 18 at the board’s regular meeting. “Both items before the village board this evening are parts of those requirements to adhere to the TIF Act,” he said.
The joint review board — which will include representatives of the village, other taxing districts and an appointed public member — meets to review plan materials and later will convene annually to monitor progress. The public hearing will permit residents and property owners to comment before the board votes on creating a TIF district.
The board also adopted an ordinance to create an interested‑parties registry. Nick, a staff member presenting portions of the agenda, said the registry will allow private citizens, property owners and public entities to sign up for email and mailed notices, receive changes to project plans, and access scheduling updates. The registration form will be available at Village Hall and on the village website.
Staff said property owners inside the proposed district and owners within 750 feet will receive certified mail notices in advance of the public hearing; the village will publish FAQs online as the hearing approaches.
The board voted unanimously to adopt both measures.
