Nantucket County opens public review for FFY 2026 Unified Planning Work Program

The action matters because the Unified Planning Work Program (UPWP) is the federally required work plan for regions that receive federal, state and regional transportation funding; it sets priorities for data collection, planning and implementation that determine how those federal funds are spent locally.
Staff told the board the FFY 2026 UPWP represents a 2% funding increase over last year and includes a direct-cost budget to pay for travel, equipment and some professional services. Key tasks listed in the program are continuing maintenance and expansion of the island’s six permanent traffic counters and the traffic-data dashboard; updates to the master plan and alignment with the long-range transportation plan and the local strategic plan; strategies to limit single-occupancy vehicle use and improve system resiliency; and parking-management and bike-pedestrian planning work. The program also funds implementation activities that use federal and state dollars for specific projects.
A staff member asked the board to authorize a public-review period from May 23 through June 23 with a public meeting on June 23 at 5 p.m. to solicit comment. "The staff would request that you take action to authorize the public review period of the FFY 2026 UPWP from May 23 to June 23, with a public meeting on June 23 at 5 p.m.," the staff member said.
Staff said there is an active procurement with the finance department to hire professional services to develop a traffic model and a separate procurement for a parking-management vendor. Staff also said priorities for a forthcoming safety action plan will be presented in the next meeting cycle.
The board gave voice approval by roll call: Board member Matt (Aye); Board member Brooke (Aye); Board member Joe (Aye); Board member Mike (Aye); Board member John (Aye); Board member Wendy (Aye); Board member Abby (Aye); Board member Christina (Aye); and Board member Bert (Aye). The motion to authorize the public-review period passed.
Next steps include the public comment period from May 23 to June 23 and the scheduled public meeting on June 23, after which the board may consider revisions and any formal action on the UPWP.
