Auditors told the Audit Committee that the county had not submitted Chapter 90 reimbursement requests for about three years and that outstanding reimbursements totaled roughly $1.3 million.
Tony Roselli and county staff explained Chapter 90 is the Massachusetts program that reimburses municipalities for eligible roadway work after the work is completed and invoiced. Drew, the DPW director, and his staff located the invoices and submitted outstanding claims; staff said the final remaining claim was being sent the next day and that the accounts had been reconciled.
To cover near‑term cash needs, staff took out a General Anticipation Note (GAN) in June of the prior year. Department and finance staff said they have implemented a process to submit Chapter 90 requests more promptly going forward and that only one approved project remains open on the books (Lovers Lane), which may be deferred depending on other town meeting approvals.
The audit item was categorized as informational with a remedial action: file outstanding claims and formalize the submission process. Auditors and DPW staff said the backlog would be resolved by the time of the committee’s next review.
