Committee advances bill changing transfer-council subcommittee rules and giving procurement authority to HEC

House Bill 3,026 A, which modifies public meeting and membership requirements for certain transfer-council subcommittees, grants procurement authority to the Higher Education Coordinating Commission, modifies the Oregon Teacher Scholars Program and extends a forestry workforce study deadline, was moved to the Senate floor with a due-pass vote.
The Senate Education Committee moved House Bill 3,026 A to the floor after a work session in which committee staff outlined several changes affecting higher education governance and programs. Staff said the bill would modify public meeting requirements and membership for certain subcommittees of the transfer council, grant procurement authority to the Higher Education Coordinating Commission (HECC), modify the Oregon Teacher Scholars Program, require HECC to study reporting requirements for public institutions of higher education and HECC, and extend the deadline for HECC’s Forestry Workforce Study to Dec. 31, 2025.
Committee staff told members the measure declares an emergency and takes effect on passage and that it has a minimal fiscal impact and no revenue impact. Vice Chair Weber moved the bill to the floor with a due-pass recommendation; the committee voted to report the bill out of committee.
A senator volunteered to carry the measure to the floor. Committee members did not adopt amendments during the work session.
