Committee backs bill limiting probation for out-of-district teachers who completed initial term

The Senate Education Committee on Monday moved House Bill 2,900 A to the floor with a due-pass recommendation. Committee staff said the bill creates a maximum two-year probationary period for teachers who have already completed an initial three-year probationary term in another Oregon school district.

During discussion, a senator asked whether plans of assistance travel with a teacher between districts. Committee members were told that employment dates are carried forward in personnel files but that personnel issues tied to separation agreements—such as details of performance or plans of assistance—are typically not included in transferred records. The clarification led one senator to restate that personnel files will only carry employment dates, not separation-agreement details.

Vice Chair Weber moved the bill to the floor; the roll call recorded a majority yes and at least one no vote. Committee staff recorded a minimal fiscal impact and no revenue impact in the session materials. The bill will be carried to the floor by a senator identified during the work session.
