Committee advances bill requiring school boards to update and post pest-management plans, removes list requirement in amendment

The Senate Education Committee on Monday adopted an amendment to House Bill 2,684 A and moved the bill to the Senate floor with a due-pass recommendation. The A4 amendment removed a requirement that the integrated pest management (IPM) plan include a low-impact pesticide list and instead requires that a governing body adopt a list and make it publicly available through the governing body’s website or in the healthy and safe schools plan.
Committee staff presenter Chris described the core bill as requiring school boards to review, update and post online their IPM plans and including school gardens in the definition of campus. Plans adopted before the act’s effective date must be updated by Jan. 1, 2027, or within five years of the most recent approval, staff said.
Vice Chair Weber moved the A4 amendment; the committee adopted it on roll call. Weber then moved House Bill 2,684 A as amended to the floor with a due-pass recommendation. During discussion one senator said the amendment improved the bill but that they remained opposed to the main bill on grounds of local control.
Staff told members the A4 amendment has a minimal fiscal impact and no revenue impact. The committee named a senator to carry the bill to the floor.
