Committee sends interstate school-psychologist licensure compact to the floor

The Senate Education Committee moved House Bill 2,596 to the Senate floor after a work session that put the school psychologist licensure interstate compact before members. Committee staff presenter Chris said the compact allows a school psychologist with a valid license in one member state to practice in another member state under the compact’s terms.
Committee staff told members the Legislative Fiscal Office issued a minimal fiscal-impact statement and the Legislative Revenue Office reported no revenue impact. Vice Chair Weber moved the measure to the floor with a due-pass recommendation.
Some members expressed reservations about interstate licensure compacts generally. “We get into all these licensure compacts and I’m not fond of them,” said Senator Robinson, who voted no. Robinson said a simpler approach might be to accept equivalent state licenses without adopting the compact’s rule set. The roll call showed the bill passed out of committee with the majority of members voting yes.
Committee staff recorded the measure as having minimal fiscal impact and no revenue impact in the work-session materials. The committee closed the work session and identified a carrier to take the bill to the floor.
