Subcommittee endorses LFO recommendation for Oregon Liquor and Cannabis Commission budget, sends bill to Ways and Means

Co‑chairs and staff on the Transportation and Economic Development Subcommittee voted to move the Legislative Fiscal Office recommendation for the Oregon Liquor and Cannabis Commission’s (OLCC) 2025–27 budget — House Bill 5019 as amended — to the full Ways and Means Committee with a do‑pass recommendation.

A Legislative Fiscal Office analyst told the subcommittee the LFO recommendation totaled $404,756,012 in other funds, 410 positions and 401.01 FTE, a roughly 0.4% increase over current service levels. The analyst said the recommendation assumes an estimated distributable revenue amount of $515 million and reflects a May revenue forecast and a 50¢‑per‑bottle surcharge adopted by OLCC that is expected to generate about $36.5 million for the general fund.

The budget package bundles multiple policy option packages and offsets. Major items the LFO highlighted include expenditure limitation for bond proceeds tied to OLCC IT projects, funding for moving OLCC headquarters to the Portland State Office Building and distribution operations to Canby, and continuing work on the Distilled Spirits Supply Chain (DSSC) information technology project.
