Engineer Sage Miller said there are two prime contractors on the project: one handling concrete and curb work, the other hot‑mix paving. As crews progressed they found additional concrete gutter sections, dumpster pads and other areas needing repair that were not in the original bid. Miller noted the contract contains a typical 25 percent allowance for additional work, and the requested change order would use only part of that available contingency.
Staff presented the change order as an increase of $214,593.98 to the contract; during discussion another figure was referenced in the packet, and staff told the council the packet contains the detailed line items. The council approved the change order and authorized the city manager to execute the documents. Staff said the funds for the work come from city‑designated CO (certificate of obligation) funds; the city retains additional funding to finance later phases and to align paving work with concurrent TWDB water‑line projects.
Council members cited the practical benefit of repairing curb and gutter and related items now because many of these streets will not receive major construction again for decades. The change order does not add days to the construction schedule, staff said.
Staff will incorporate the change order into the contract and continue with construction; the council asked staff to provide regular progress updates while construction continues.
