The Templeton Conservation Commission on May 19 lifted an enforcement order and issued a Certificate of Completion (COC) for work at 280 State Road, known in the record as Car Works, after reviewing as-built plans, photos and a site inspection.
Katie LaGrave, representing the property owner, provided as-built drawings and photos. Commission staff compared the accepted plans to the as-built and reported the detention basin had been constructed in the planned location, the front-tree plantings and mulching were in place, and the paved area aligned with the approved plan. Staff also noted the owner had removed an existing driveway that did not align with the approved plan; removing the extra pavement increased pervious surface and was acceptable under the Wetlands Protection Act.
Commissioners voted first to lift the enforcement order and then to issue a Certificate of Completion. The votes were unanimous. Staff reminded the applicant that the final page of the OOC remains in effect "in perpetuity," meaning future landscaping or alterations in the conserved area must be reviewed by the commission.
The applicant will record the Certificate of Completion at the Worcester Registry of Deeds and will notify the building inspector and other town officials as needed for occupancy and related permits.
