The Templeton Conservation Commission on May 19 issued an Order of Conditions for construction of a 30-by-30-foot detached garage at 70 South Main Street, contingent on removing debris from the wetland area prior to reconstruction and installing erosion controls.
Matt Morrow, representing property owners Eric Bissman and Carol McAdams, described his December wetland delineation and said the proposed garage would replace an existing structure and come within about 7 feet of the mapped wetland. Morrow said the building will have a four-foot frost wall, that limited excavation will be required for footings, and that silt fences and straw wattles trenched in are proposed as erosion protection. He said no grading is proposed and that the structure would be built "above existing grades." The engineer confirmed a DEP file number is on record and that DEP’s only comment was to ensure grading not go too close to the wetland.
Commissioner Christophe moved to accept the plan with the condition that debris be removed from the wetlands prior to reconstruction; the motion carried unanimously. The order requires removal of the debris and the standard erosion-control and pre-construction conditions for work adjacent to wetlands. The applicant accepted the condition on the record and said the owner will arrange to have debris removed before work begins.
