Planning board approves Fay School addition and grants lighting-lumen waiver

The Town of Southborough Planning Board on Monday approved a major site-plan application for a building addition at the Fay School campus and granted a waiver from the town’s total-site lumen limit.
Corina, planning department staff, told the board that submission No. 3 had been reviewed by the town’s consultant, Fuss & O’Neill, and that the consultant’s final follow-up review contained no outstanding comments. The applicant submitted an extension should the hearing need to continue to the next meeting, Corina said.
Board members discussed a missing hardscape calculation for the area within the proposed limits of work — Corina and the applicant agreed to add the calculation to the plans. Corina identified the proposed impervious area within the limits of work as 7,404 square feet; the applicant confirmed that calculation would be added to the plan for the record. A planning board member said safety of students on the campus was “paramount” in considering the lighting waiver.
Chris Houdney (applicant representative) and project designers told the board they were willing to update the plan with the hardscape calculation and to work with staff on standard conditions. Corina said she will draft a standard decision, provide it to the applicant and Planning Board chair for review, and then file it with the town clerk; a 20-day appeal period will follow the filing.
The board voted to approve the waiver from Town code 174-12(1)(f) for the total-site lumen limit and then moved to approve the major site-plan application for the Fay School addition, using standard conditions and requiring as-built compliance prior to final occupancy. The board recorded votes calling members by name: Lottrell (yes), Houlihan (yes), Demeria (yes), Rasher (yes). The motions passed. Corina said Fuss & O’Neill would review as-built submissions as needed to confirm site compliance under Town code 174-10 before a certificate of occupancy would be issued.
The board closed the public hearing and agreed staff would produce two endorsed full-size plan sets for the applicant and circulate the draft decision to the applicant and the chair before finalization.
