Waynesville R-VI approves $1.6 million change order; district hears timelines for Liberty Elementary, solar and WHS HVAC

The Waynesville R-VI Board of Education approved Change Order No. 1 for the Liberty Elementary Phase 1 project and received an update on several district construction projects at its May board meeting.
The change order, presented by Mr. Harrison, a district staff member, increases the Bloomsdale Excavating contract by $1,604,781.09, bringing the contract sum to $13,006,386.09 and setting an adjusted substantial completion date of Jan. 18, 2026. Administration recommended the board approve the change order; Mr. Keeling moved to approve and Mr. Anderson seconded the motion, which passed.
District staff also outlined schedules and milestones for multiple projects. For Liberty Elementary Phase 1, major excavating is expected to be complete in July 2025, material hauling and finished grading by October 2025, and retaining walls by January–February 2026. Phase 2 construction bids were awarded to a contractor last month, administration noted, with construction beginning in August 2025 and substantial completion targeted for March 2027.
The district plans to put campus solar out to bid; bids will return to the board in July 2025, with a contract approval planned for August 2025, installation beginning in November 2025, and substantial completion in summer 2026. Administrators said the district expects to begin receiving electricity revenue from the solar array before the building is fully occupied.
Waynesville High School's HVAC replacement is already underway. Mr. Harrison said crews have been working evenings and will increase activity after the school year ends; limited access to the building will be required while major work occurs in June and July. The district expects substantial completion by Aug. 1, 2025, with remaining auditorium work targeted for Sept. 15, 2025. Athletic fields and field houses will remain available for summer camps and activities, though portions of parking and alternate entrances may be used during construction.
The update answered questions about staging, site access and interim HVAC arrangements; administration said portable HVAC units will be used in the main office if needed. The board did not adopt any additional schedule changes beyond the approved change order.
