County clerk module left off earlier software contract; commissioners delay approval pending cost clarity

Brown County commissioners discussed a proposed amendment to the Tyler Technologies software service agreement to add the county clerk’s office to the contract and delayed action until the county receives clearer cost information and an explanation from the vendor’s local representative.
The county clerk said when the board approved the Tyler software service agreement in December 2024, her office was omitted and now needs to be added as an amendment. She told commissioners she had trouble reconciling the amendment pricing, citing inconsistent figures she found in the paperwork, including $33,087, $63,000 and $172,000 in different places.
The clerk said the modules for land records and titles are optional within Tyler’s suite and that the clerk’s land and vital records module could be contracted separately from the courthouse modules. She asked for the vendor representative who handles land and titles (John Galbreath) to be present with a clear explanation of costs and options before the commission approves the amendment.
Commissioners agreed not to approve the amendment at this meeting and directed staff to have Mr. Galbreath (the county’s Tyler representative for land/title modules) or another knowledgeable representative attend a future meeting and provide a precise cost breakdown for the clerk’s modules. The clerk said she prefers to review exact costs before the county signs the amendment.
