Resident asks Roseville to adopt beekeeping rules similar to Saint Paul; staff to schedule follow‑up

Roseville — A resident raised concerns about a newly installed bee box near her fence and asked the City Council to consider adopting a beekeeping ordinance with permitting, education and notification requirements modeled on Saint Paul’s ordinance.
Alyssa Purdeau, a Roseville resident and mother, told the council she was stung and her family — including an anaphylactic parent — was put at risk when swarms from a neighbor’s new bee box arrived on Mother’s Day. Purdeau said the hive was near her property line and next door to a hospice house and homes with small children; she recommended the city adopt Saint Paul’s ordinance language requiring training, permits, fenced placement and posted signs to warn visitors.
City Manager Pat Trojgen said staff has already collected examples of the Saint Paul ordinance and other model language and can schedule the topic for a future council discussion. Trojgen noted that current Roseville practice allows beekeeping but there are no placement or structure regulations today. Trojgen and the mayor invited Purdeau to provide contact information so staff can follow up.
