Roseville council certifies delinquent utility charges to county tax rolls; $25 processing fee added

Roseville — The City Council voted unanimously during its May 19 meeting to certify unpaid utility and related charges to Ramsey County for collection with property taxes.
City Manager Pat Trojgen explained the city quarterly certifies delinquent water, sewer, false‑alarm and other charges in excess of 90 days to the county tax rolls. The item before council was a resolution and an attached list of properties; notice of the hearing had been mailed to the affected properties, Trojgen said. There were no members of the public who came forward to contest the list during the hearing.
Councilmember McGrath asked whether an additional fee or penalty applies when an item is placed on the property tax roll; Trojgen pointed to Attachment 2 and confirmed a $25 fee is charged for each certified charge. Trojgen noted property owners often pay that amount when they pay their property taxes; some properties on the list are recurring delinquents and others are temporary or in transition. The council approved the resolution 4‑0.
Trojgen said taxpayers can settle delinquent utility charges prior to the county tax due date though county procedures and any county penalties may still apply. He also noted the certification is done quarterly so staff attempts to keep the list current for property transactions.
