Planning board recommends technical updates to 2040 Comprehensive Transportation Plan to align maps and cross sections

The Fuquay-Varina Planning Board on May 20 recommended approval of CTA-2025-03, a staff-proposed amendment to the town’s 2040 Comprehensive Transportation Plan that corrects and clarifies map and table inconsistencies and updates corridor and cross-section information.

Planning staff said the amendments reconcile differences between the written CTP and the more detailed GIS maps adopted earlier, add the Wake County multijurisdictional hazard mitigation plan final adoption date, update corridor recommendations and cross-section tables (tables 2–12) to reflect municipal-boundary cross sections, and revise the bicycle/pedestrian corridor map to match chapter-3 cross-section updates. Staff also said the changes reflect coordination with Holly Springs to ensure smoother transitions in roadway configuration at jurisdictional boundaries.

During discussion, a board member raised concerns about inconsistent materials and cross sections along Judd Parkway and other corridors (mixes of concrete sidewalk, asphalt sidepaths, and varying widths). Staff advised that many corridor treatments were influenced by external funding sources—state or federal projects (NCDOT) often construct sidewalk rather than sidepaths—and that the town will accept those conditions when projects come with outside funding. Staff also noted the town can use fee-in-lieu options and engineering discretion to address missing segments when feasible.

After discussion, the board voted to recommend approval. The amendment is intended to increase internal consistency between the CTP text and GIS maps and to better align Fuquay-Varina’s plan with neighboring jurisdictions’ adopted plans.
