Board awards waste and recycling contract; staff to align vendor with district carbon action goals

The Naperville CUSD 203 Board of Education voted Monday to award the district’s waste and recycling contract after staff reported the recommended vendor met the bid specifications and would work with the district to support its carbon action plan.

A board member asked whether the awarded contract would address goals set in the district’s carbon action plan. District staff responded that the awarded vendor will be required to provide recycling containers at all locations and to accept the six to seven specified recyclables included in the solicitation. Staff said they will meet with the contractor to establish implementation steps and rollout to schools.

Board members noted the recommended bidder was not the lowest on paper across all years; staff said a scope review showed the recommended contractor (Groot) accounted for required compactor specifications used at the high schools that an alternative bidder (Midwest Paper Retrievers) had not fully priced for years two and three. When the compactor scope was applied, the recommended bidder remained the appropriate awardee, staff said.

A motion to approve item 7.05 (waste and recycling bids) was moved, seconded and passed by roll call; the motion passed with all board members recorded as “Aye.”

Staff said next steps will include finalizing contract language that reflects the district’s carbon action plan targets and confirming containers and service for each school location. No changes to district solid‑waste budgeting were announced at the meeting.
