Commission adds hammerhead‑turnaround note, approves Randy Smithson minor subdivision

The Telehoma Regional Planning Commission approved the Randy Smithson Minor Subdivision final plat — which creates four lots at 0 Carroll Hollow Road in the Coffee County urban growth boundary (UGB) — and added a note to the plat requiring a hammerhead turnaround on Riley Creek Road, by a 6‑0 vote.

Planning staff advised the commission that the applicant, Randy Smithson, was not present and that planner Nicholas Northcutt was attending another municipality’s meeting. Staff explained lots 3 and 4 show hatched soil areas because viable soils were limited on those lots; lots 1 and 2 have viable soils across the site. The hatched areas denote soil areas where disturbance should be minimized and where wastewater drainfields must be sited carefully.

A commissioner asked whether the soils were for parking; staff clarified they were for wastewater disposal systems and indicated an LPP wastewater system was anticipated. Commissioners proposed and approved a motion to add a plat note specifying a hammerhead turnaround along Riley Creek Road to avoid backing onto the road. One commissioner noted the hammerhead requirement is consistent with subdivision regulations but had been omitted from the draft plat notes; the motion added that note.

The commission voted to approve the plat as amended (motion to add the note moved by Mr. Hall; second by Mr. Sellers), and the amended plat passed 6‑0. Staff said the hammerhead condition will be placed on the recorded plat. No public comments were recorded at the hearing.
