Village to accept deed of two small Quarry Ridge drainage parcels from A and M Management LLC

Cottage Grove, Wis. — The Village Board voted May 19 to accept a warranty deed transferring two narrow parcels near the Quarry Ridge subdivision from A and M Management LLC to the Village of Cottage Grove; the parcels are drainage strips that currently lie in the Town of Cottage Grove and will remain there.
Staff explained the properties are remnants of prior splits that were not conveyed as part of the subdivision platting process. The parcels amount to about three acres of drainage ways and include sections of roadway connectivity between Map Pass and Landmark Drive; the deeds were executed to clarify ownership and to ensure the village can continue to maintain stormwater and connectivity.
Village staff and counsel stressed the parcels cannot be annexed into the village because state statute prohibits creating an island where the village would completely surround an area remaining in the town. Thus, ownership will transfer to the village, but jurisdictional boundaries will remain unchanged; the parcels will continue to be part of the Town of Cottage Grove for municipal jurisdictional purposes while the village holds title for maintenance reasons.
A motion to accept the warranty deed from A and M Management LLC passed by voice vote. Staff said there is no purchase price for the deed transfer and the village will record the conveyance and assume maintenance responsibilities for the drainage and paths in that location.
