The Budget & Finance Committee approved a substitute resolution that records the certified, revenue‑neutral tax rate as approved by the State Board of Equalization and expresses the rates to four decimal places.
Director Darby (finance) explained the substitute sets the certified tax rate at 1.9953 per $100 of assessed value for the General Services District and 0.2271 per $100 for the Urban Services District. Mary Jo Wiggins of Finance clarified committee discussion, saying the certified rate is the revenue‑neutral rate after equalization "not in effect now," and that the proposed budget may change the tax levy that ultimately appears on bills.
Council members discussed public confusion over which rate taxpayers should use when estimating liabilities. Council member Johnson explained how assessed values and the certified rate interact and emphasized that the proposed budget could change the final tax levy.
