HEB ISD strategic plan update: attendance below target, band and arts exceed goals

Student attendance: The district’s target attendance rate is 97%. Staff reported a current rate of 94.7% and said the district has missed the 97% goal for three consecutive years, with consistent dips in the fourth and fifth six‑week grading periods. To address the shortfall, staff will convene a summer focus group including principals and truancy prevention officers to identify barriers to attendance and propose solutions for fall implementation.
Athletics and fine arts: Staff reported 46% of varsity athletic teams advanced to postseason competition this year, below a district target of 60%. Root‑cause analysis cited increased competitiveness in the district’s new UIL alignment and identified next steps including targeted coaching development, expanded off‑season training and better feeder alignment. In contrast, varsity band, choir and orchestra groups achieved a 97% Division‑1 rate at UIL assessments, exceeding a 90% target.
Travel and enrichment: The district set a new goal to increase access to travel for cultural enrichment. Participation was 6% against a 10% target; staff said the district will expand a partnership with EF Tours to coordinate trips, establish consistent district criteria for travel, and centralize pricing and access to broaden student participation.
Staff said next steps include targeted focus groups on attendance, coaching development for athletics, strengthened feeder alignment and a district framework for equitable student travel opportunities. Trustees asked clarifying questions about measurement and how student panels and parent input will be included.
