Staff explained the practical effect of accepting a final plat: once a final plat is recorded, the developer can sell individual lots. "When they do a final plat, the developer cannot sell individual lots until it's been platted and recorded," a staff member said. Staff noted that developers sometimes provide performance bonds to allow sales prior to recording, but otherwise recording follows council acceptance of the plat. Council members said the plats and plans have been consistent with previous submissions and that engineers had reviewed materials.
Council also discussed the procedural timing: waiving readings requires five votes, and several members will be absent at the June meeting, making it unlikely the council could waive readings at that meeting. Staff reminded council that if readings are not waived, the developer cannot begin selling lots until the process is complete.
No votes were taken at the committee meeting; staff said the ordinance/resolution would proceed as first readings at the regular meeting and council would decide on readings and final action at subsequent meetings.
