Each ordinance was introduced as an emergency by the mayor to meet statutory timelines after extended negotiations.
The mayor said the agreements had been delayed for months in negotiation and that passing them in emergency form was appropriate to meet State Employment Relations Board constraints. The mayor also recognized members of the negotiating team, including Finance Director Patty Gibson and Vice President of Council Don Moore as finance committee chair, and thanked union representatives for their cooperation.
Councilors who spoke observed the long negotiating process; no substantive amendments to the contracts were discussed in the public meeting record.
